Panel description

Panel 1 The gas crisis of January 2009: lessons learned for energy security of Slovakia and the EU:
In January 2009 for almost two weeks Slovakia was challenged by a full stoppage of delivery of natural gas from Russia via the territory of Ukraine. The Slovak Government had to introduce an emergency regulation for the intake of natural gas by companies. The total loss from the crisis for the Slovak economy has been estimated in hundreds of millions of Euros. The panel discussion will aim to sum up lessons learned from the crisis in order to prevent its recurrence in the future. It will assess responses to the gas crisis by both the government and the corporate sector in Slovakia. In addition, the panel will examine the external dimension of the crisis, namely relations between the EU, Russia and Ukraine in the field of gas supply as well as the capacity of the EU to cope with similar crises by developing its internal gas interconnection infrastructure and by expanding its energy dialogue with Russia and Ukraine. What needs to be done on Slovakia’s national level and on the EU level in order to prevent a gas crisis in the future?

Panel 2 Security of oil supply and the development of oil market in Central Europe:
The panel discussion will aim to analyse the following two issues: first, prospects for sustaining secure and long term oil supply via the Druzhba pipeline in the context of Russia’s changing oil transit strategy; second, present developments on the oil market in the region of Central Europe, including the recent corporate acquisitions. What are the prospects for energy security of Slovakia and the region of Central Europe in the field of oil supply and for developing oil processing capacities and ensuring long term interests of the petrochemical industry in the region?

Panel 3 Perspectives for further development of regulation policy of the EU and its member states:
The panel discussion will assess prospects for a further development of the common regulatory framework of network industries both in the EU and in its member states. Where do we stand in the EU today when it comes to the development of the internal market with natural gas and electricity? What are the key issues in further development of the regulation policy for Slovakia? What needs to be done for the creation of a better corporate environment, the strengthening of the competitiveness on the market and the protection of consumers? What are the commonalities and differences between Slovakia and our EU neighbours in the area of regulation policy? What are the prospects for Slovakia’s candidacy for the seat of the Agency for Cooperation of Energy Regulators?

Panel 4 Improving energy efficiency and the use of renewable resources:
The panel discussion will evaluate the implementation of the energy security strategy of the Slovak Republic in the field of energy efficiency, including Slovakia’s Action Plan for Energy Efficiency for 2008-2010. It will also address the progress to date in boosting the use of renewable sources of energy. What has to be done in the EU and in Slovakia in order to lower the energy costs of the economy and to lower energy consumption by industries, services and households? What are the governmental programs in this field and what might be the input of the corporate sector?

Panel V. Prospects for electricity generation in Slovakia and the transmission network with neighbouring countries:
Slovakia together with some other countries in the region of Central Europe is challenged by a shortage of electricity. The panel discussion will examine the need for electricity in the region in order to sustain economic growth as well as the prospects for the implementation of the new electricity generation projects in Slovakia and in the neighbouring countries. In addition, it will assess the facilities for the development of regional transmission networks and interconnection of electricity spot markets within the region of Central Europe.
